Foreign correspondents visit the Alpine Ski lane construction site in Mount Gariwang

– Merely 181 out of 58,000 trees are to be transplanted

– The construction work severely damages the wind-hole zone in the forest, a shelter for vulnerable species in the era of climate change

 

 

On 18 June, the Green Korea United organized a field trip to visit the Alpine Ski lane construction site in Mount Gariwang with a few Seoul-based foreign correspondents. The construction workers at the site blocked the entry of the journalists for safety reasons, whereas they didn’t even wear safety helmets. After taking a look at the site, the visitors dropped at a famous forest hill where a few-hundred-years-old ‘marker to forbid Jinsaeng gathering in Jeongsun, Gangneung area’(旌善江陵府蔘山封標) is placed, and a feature wind-hole zone hillside near Janggumokyi.

 

Mount Gariwang was designated by the Forest Service Korea as a ‘Protected Area for Forest Genetic Resource Conservation’ in 2008 (2,475ha). The Korean government lifted this designation partially  in 2013 to allow the construction of an Alpine Ski lane for the 2018 Pyeongchang Winter Olympics. They promised to restore the site after the Games. Accordingly, Gangwon Province planned to transplant important trees in the mountain. But according to the ‘Ecological Restoration Plan’ submitted by Gangwon Province, the number of the trees to be transplanted is limited to 181. From our repeated field surveys, we know that Mount Gariwang is home to over 207 big Japanese Yews, Mongolian oaks, Manchurian ash trees, etc., with diameter of over 1m and DBH(diameter at breast height) of over 45cm. This mountain deserves to be called a ‘primeval forest’ and that, one of a kind in South Korea. But the government excluded those big trees from their transplantation plan for the reason of ‘technical difficulty’, and determined to transplant 181 small trees, merely. We can’t help but ask ourselves how they think they could ‘restore’ the area they’re damaging while they even refuses to transplant the most important trees there because they’re too big for them to move over.

 

The wind-hole zones (Talus) keep the area at constant temperature all year around by producing cool breeze in the summer and warm one in the winter. By providing a shelter for the plants that are extremely vulnerable to the climate change, these zones function as a core space to conserve biological diversity. It’s generally known that there are about 54 such zones in South Korea, but what we find in Mount Gariwang is one of a kind in terms of their size and the quality of the diverse species they nurture. For example, one of the Mount Gariwang’s ‘feature trees’ is a Japanese Yew. We have colonies of Japanese Yews also in Sobaek, Seorak, Taebaek mountains, but these mountains only include old generations since young trees can’t survive in inconstant environment there caused by the climate change. In mount Gariwang, though, we find all generations of Yews well protected in the forest’s wind-hole zones.

These invaluable wind-hole zones are now being irreversibly destroyed in the crazies of Olympics and all the rest of development booms including the ski lane construction. They say they’d restore the area, but once destroyed, the wind-hole zones can’t be restored by any artificial means, experts say. An ecosystem is a network where all living mechanisms including soil, micro-organisms, insects, plants and animals are organically interconnected. The destruction of the wind-hole zones will have a fatal impact not only on the construction site but also on the whole one and only primeval mountain of South Korea.

외신기자 가리왕산 활강경기장 건설 현장 방문

– 58000여 그루 수목 중 이식하는 교목은 단 181그루

– 기후변화 시대 생물의 피난처인 풍혈지대 파괴

 

지난 6월 18일 녹색연합은 외신기자들과 함께 가리왕산 활강경기장 건서 현장을 방문하였다. 공사 관계자들은 안전모도 착용하지 않은 채 위험하다는 이유로 기자들의 취재를 허용하지 않았다. 이 날 활강경기장 공사 현장을 비롯하여 500년 보호림의 상징인 정선강릉부삼산봉표, 생태적 가치를 잘 보여주는 장구목이 풍혈지역 등을 둘러보았다.

 

가리왕산은 2008년 2,475ha의 면적이 산림유전자원보호구역으로 지정되었다. 활강경기장 건설 부지로 확정되면서 보호구역의 일부를 해제하였고, 이는 올림픽이 끝난 후 복원하는 것을 전제로 하였다. 이에 따라 강원도는 중요 수목들을 이식하는 계획을 세웠다. 하지만 강원도가 제출한 생태복원계획안(보완)에 따르면 이식하는 교목은 단지 181그루에 불과하다. 가리왕산에는 수백 년 된 주목을 비롯하여 지름 1m가 넘는 들메나무, 신갈나무 등과 더불어 흉고직경 45cm 이상의 나무는 207그루가 넘는 것으로 조사되었다. 가히 원시림이라 부를만한 뛰어난 생태계를 간직하고 있는 것이다. 하지만 가리왕산을 지키고 있던 수많은 오래된 나무들은 이식이 어렵다는 이유로 무참히 베어졌으며, 이식 대상에 포함된 나무들은 대부분 옮기기 쉬운 어린 나무들 181그루로만 구성되어 있다. 이식이 어렵다는 이유만으로 가리왕산의 생태계를 지탱해온 수많은 나무들을 잘라내고 난 후에 어떻게 복원을 할 것인지, 복원이 가능한 것인지 의문을 가질 수 밖에 없다.

 

풍혈지역은 여름에는 시원한 바람이 나오고 겨울에는 따뜻한 바람이 나오는 곳으로 연중 기온을 일정하게 유지시켜주는 역할을 한다. 이런 풍혈지역의 특성은 기후변화에 민감한 식물들이 안정적으로 서식할 수 있는 역할을 하여 생물종 다양성을 유지·보전하는데 핵심공간으로 평가되고 있다. 우리나라에는 약 54개소만이 존재하는 것으로 알려져 있고, 가리왕산은 곳곳에 풍혈지역이 존재하고 있고 다양한 식물들이 서식하고 있어 으뜸으로 치고 있다. 가리왕산을 대표할만한 식물로는 ‘살아서 천년, 죽어서 천년’을 간다는 주목이 있다. 소백산, 설악산, 태백산 등에도 주목 군락은 있으나 기후 변화에 따라 어린 나무들이 새롭게 자라나지 못하고 오래된 나무들만 겨우 자리를 지키고 있다. 하지만 가리왕산은 어린 개체부터 수백 년 된 거목까지 모든 세대별 주목이 자연스럽게 자라나고 있어 풍혈 지역의 가치를 잘 설명해주고 있다.

하지만 이러한 풍혈 지역이 가리왕산 활강경기장 건설로 인해 파괴되고 있다. 올림픽이 끝나고 복원을 하겠다고 하지만 풍혈 지역은 한 번 파괴되고 나면 인공적으로 복원하기란 불가능에 가깝다고 전문가들은 말하고 있다. 생태계는 토양부터 미생물, 곤충, 식물, 동물 등 모든 생물들이 유기적으로 연결되어 하나의 네트워크를 형성하는 것이다. 풍혈 지역의 파괴는 단순히 활강경기장 건설부지에 한정하여 영향을 끼치는 것이 아니라 가리왕산 전체 생태계에 영향을 끼치고 변화를 가져올 것이다.
