a 500-year-old primeval forest Mount Gariwang


– Proposal for a fieldwork with Seoul-based foreign correspondents

 

 It became a worldwide issue that the mega-sports events such as the Olympics have involved, particularly with those that host the events, massive environmental and financial damages. It’s no exception for the host country of the 2018 Pyeongchang Winter Olympics, South Korea. 


 In the case of the 2018 Pyeongchang Winter Olympics, it’s now a long-standing issue of environmental destruction that there’s a ski slope being constructed in a 500-year-old primeval forest in Mount Gariwang, Jeongsun, Gangwon Province to host an Alpine Ski competition, one of the most difficult games in the Winter Olympics. Mount Gariwang had been designated as a‘forbidden’mountain by the Royale Court during Chosun Dynasty. In modern times, Forest Service Korea designated parts of the mountain (2,475ha) as a‘Protected Area for Forest Genetic Resource’in 2008 where no development activities could be allowed, public or private. 

 But the Korean government has lifted the designation on 78ha of the mountain including the prospected construction site by forcing the enactment of the Special Act on Support for the 2018 Pyeongchang Olympic and Paralympic Games』(Presidential decree) in 2012, and is pushing ahead with the construction of the Alpine Ski slope in the once-a-protected area. Upon partially lifting the ‘Protected Area’ designation off from the prospected construction site, one of the government’s ‘promises’ was to tear down the slope and related facilities and ‘restore’the damaged area once the Olympics are over. 

 The prospected Alpine skiing competition site will hold a one-time-only ski slope and will guzzle up 172.3 billion won for construction and 108.2 billion won for removal. This is already causing an excessive budget waste as well as environmental devastation in the area. 

 Dr. Lee, Byungchun, a former researcher at Korea National Arboretum, says: “the concerned areas in Mount Gariwang are made of a ‘wind-hole’(talus) zone where there’s cool breeze in summer and warm one in winter. For this reason, these areas are an invaluable habitat for those species most vulnerable to climate change. They must be conserved no matter what.”For the same reason, Mount Gariwang is the only mountain in South Korea where we can find the rare Korean endemic Taxus cuspidate(Japanese Yew), for example, of all generations. It is also a home to many endangered species on the IUCN’s ‘Red List’. 

 The Korean government has forced the construction insisting that they had no other choice than selecting Mount Gariwang as the venue for the Alpine skiing competition in the 2018 Pyeongchang Winter Olympics because only this mountain satisfies the condition of 800m vertical drop requested by the International Ski Federation(FIS). But according to [the International Ski Competition Rules] published by the FIS, there are also other ‘conditions’ under which we can hold a successful competition such as the‘2 Run' or the 750m vertical drop “in exceptional cases”.

 If following the above-mentioned rules, we can use the other already-existing international-standard ski resorts in Gangwon Province such as Yongpyeong or Moojoo Resorts, and Mount Gariwang can be saved. The International Olympic Committee(IOC)  has also recently recommended more inviting bidding and hosting processes of the Olympics through their “Olympic Agenda 2020”passed at the 127th IOC Session in Dec. 2014. 

 

 But the Korean government keeps ignoring all these above-mentioned facts and recommendations and rushes ahead with the felling work at the construction site in the mountain. Against this backdrop, we’re organizing a fieldtrip to the construction site to invite Seoul-based foreign correspondents as well as Korean environment & sports experts. We wish to let a wider audience know about what is really happening on the ground under the pretty cover of ‘2018 Pyeongchang Winter Olympics’and bring our advocacy to the decision-makers more sucessfully. 평창동계올림픽의 제물, 

500년 원시림 가리왕산 외신기자 공동취재 제안서

 

○ 올림픽을 둘러싼 환경파괴와 재정악화의 문제는 최근 올림픽 유치국을 포함한 국제적 이슈입니다. 2018 평창동계올림픽이 3여년 앞으로 다가온 한국도 마찬가지입니다. 
  
○ 평창동계올림픽의 경우 동계올림픽의 최고난이도 경기중 하나로 꼽히는 알파인 스키경기장이 건설되고 있는 강원도 정선 가리왕산의 환경파괴 문제는 한국의 오랜 환경이슈입니다. 가리왕산은 조선시대부터 왕실에 의해 보호구역으로 지정되어 관리 되었으며 2008년 한국 산림청에 의해 가리왕산 일대 2,475ha 민간은 문론 국가의 개발이 일체 불가능한 산림유전자원보호구역으로 지정했습니다. 
  

○ 그러나 한국 정부는 『2018평창동계올림픽대회및장애인동계올림픽대회지원등에관한특별법』을 통하여 가리왕산 보호구역 78ha를 해제하고 알파인 스키경기장을 건설하고 있는 상황입니다. 2014년 6월, 가리왕산의 보호구역을 해제하며 한국 정부는 올림픽 이후 경기장 시설을 철거하고 가리왕산을 복원하겠다고 주장하고 있습니다. 

  
○ 사실상 일회용 경기장에 불과한 가리왕산 활강스키 경기장은 건설비만 1,723억 원을 투여하고 복원을 위한 시설철거에 1,082억 원을 추가로 들일 예정입니다. 환경파괴는 문론 심각한 재정낭비 문제가 발생하고 있습니다. 
  
○ 국립산림과학원에서 연구원으로 활동했던 이병천 박사에 따르면, “가리왕산 일대가 풍혈지역으로 되어 있어 여름이면 시원한 바람이 나오고 겨울이면 따뜻한 바람이 나와 기후변화에 취약한 종들의 피난처로 가리왕산은 보전되어야 할 가치가 매우 높다”고 합니다. 가리왕산의 이러한 지형적 특성은 한국 특산종인 주목의 전 연령대를 확인 할 수 있으며 IUNC Red list도 다수 서식하고 있습니다. 
  
○ 한국 정부는 평창동계올림픽 활강경기장을 가리왕산으로 선정하면서 국제스키연맹(FIS)가 요구하는 활강스키장 요건인 표고차 800m를 충족시키는 지역이 가리왕산밖에 없다고 주장하며 무리하게 공사를 추진했습니다. 그러나 FIS의 국제스키대회 규정인 ICR(the International ski Competition Rules)을 살펴보면 2Run은 물론 표고차 750m도 가능합니다.
  
○ FIS의 예외규정을 따른다면 500년 원시림 가리왕산을 파괴하지 않고 강원도내 위치한 용평스키장을 비롯한 강원도 외에 있는 무주리조트 등을 활용할 수 있습니다. 특히 올림픽 분산개최의 경우IOC가 아젠다 2020을 통해 올림픽 개최국에 이를 수용할 것을 권고하고 있는 상황입니다. 
  
  
○ 그러나 한국 정부는 이러한 요구를 무시하고 가리왕산 벌목공사를 강행하고 있는 상황입니다. 이에 외신기자들과 함께 화려한 평창동계올림픽의 참혹한 이면인 가리왕산을 환경, 스포츠 전문가들과 함께 방문하여 공동취재하고제 제안하오니 많은 관심과 참여 부탁드립니다.
