일본과 한국의 시민사회, 주민들의 공동선언에 함께 참여


오늘 10, 제주 강정, 오키나와 헤노코, 다카에 주민들과 한국, 오키나와의 시민사회단체들은 제 12차 생물다양성협약 당사국총회(이하, CBD COP12)에서 각국의 군사기지가 섬 생물다양성을 위협한다며 군사기지 건설을 중단해야 한다는 공동선언문을 발표하였다. 이들은 바로 어제인 9, CBD COP12 사이드 이벤트를 통해 각국의 군사기지 건설과 생물다양성의 현황을 공유하고 국제사회와 함께 공동선언문을 작성했다.

기자회견에 참석한 람사르 네트워크 저펜(Ramsar Network Japan) 공동대표인 신이치 하나와(Shinichi Hanawa)씨는 오키나와 헤노코와 오우라만을 매립할 계획에 있는 헤노코 미군기지에 대해 오키나와 주민들은 18년째 헤노코 기지 반대 활동을 하고 있으며 천막 농성만 10년째인데 이는 주민 동의없는 군사기지 건설의 비극을 보여준다, “헤노코 기지는 환경평가도 비과학적으로 진행되었는데, IUCN이 지정한 멸종위기종인 듀공의 서식지와 산호초 군락지를 매립할 계획이라고 비판했다.

오키나와 다카에 지역주민이자 미군의 핼리패드 반대 활동을 하고 있는 다케시 이시하라(Takeshi Ishihara, No helipad Takae Resident Society)씨는 “60년전부터 미국의 비행장이 있었던 다카에 지역에 추가로 군기지가 건설되고 있다고 했다. 또한 가장 큰 문제는 군사기지가 들어서는 다카에 얀바루 숲에는 멸종위기종 뿐 아니라 미기록 종이 계속해서 발견되는 국제적인 생태보고로 평가받는 지역이다라며 군사기지 건설의 문제점을 말했다.

제주 해군기지 반대활동을 펼치고 있는 제주환경운동연합의 이영웅 사무국장 역시, “두 지역과 제주의 상황이 다를 것 없다고 이야기를 시작하며 주민 동의와 생태계를 파괴하는 군사기지 건설은 동북아시아의 평화마저 위협한다며 군사기지로부터 생물다양성화 평화를 지키기 위한 연대를 약속했다.

2007년 부터 제주 서귀포 앞바다에서 연산호 모니터링을 진행하고 있는 제주해군기지건설저지를위한전국대책회의의 녹색연합 윤기돈 사무처장은 "제주 산호 군락은 전세계적으로 가치가 높다"며, "군사기지는 평화와 생물다양성을 위협하는 매우 큰 요인이다"라고 지적하며 "생물다양성을 이야기 하기 위해서는 전쟁에 반대하는 것은 기본적 전제다"라고 말했다.

이날, 제주 강정, 오키나와 헤노코, 다카에 주민들의 선언문 발표 기자회견에는 군사기지 피해주민 뿐 아니라 람사르 네트워크 저팬’, ‘UNDB 시민네트워크’, ‘오키나와 생물다양성 시민네트워크’, ‘오키나와 듀공 환경평가 감시단’, ‘한국 CBD 시민네트워크’, ‘제군사기지저지와평화의섬실현을위한범도민대책위원회’, ‘제주해군기진건설저지를위한전국대책회의’등이 함께해 주민들의 선언에 지지를 보냈다.

군사기지 건설로 인해 섬 생물다양성이 위협받고 있다!

위협받고 있는 섬 생물다양성
지금 이 시각, 한국 제주도와 일본의 오키나와에서는 주민들의 의견을 묵살한 채 새로운 군사기지가 건설되고 있다. 제주도 강정마을에는 대규모 해군기지의 건설로 인해 독특한 용암지형이자 지질학적 가치가 있는 절대보전구역이었던 구럼비 바위가 파괴되었고, 강정 앞바다의 아름다운 연산호 등 여러 멸종위기 해양생물이 위협에 처해있다. 제주 해군기지 앞바다는 UNESCO 생물권 보전지역을 포함하여 한국 정부에 의해 천연기념물로 보호받고 있는 곳이다. 또한 기지건설이 이미 연안어업에 부정적인 영향을 미치고 있다는 해녀들과 어민들의 증언들이 이어지고 있는 상황이다.

일본 오키나와에는 새로운 미군기지 건설을 위해 산호와 해초가 풍부한 헤노코와 오우라만에 매립 계획을 추진하고 있고, 현재 육상부 공사와 연안부 천공 작업을 진행 중이다. 이 지역은 IUCN(세계자연보전연맹)이 지정한 멸종위기 포유동물인 듀공의 중요한 서식지이기도 하다. 오키나와 주민에게 듀공은 전통적, 문화적 의미를 지닌 중요한 동물이다. 또한 오키나와 북부, 다카에는 독특한 아열대숲과 나무가 많은 지역, ‘얀바루사이에 있는데 이 얀바루 숲에는 거대한 미 해병대 북부훈련소가 있다. 얀바루 숲은 국제적인 생태 보고 지역으로 평가받고 있으며 천연기념물인 노구치게라(딱다구리의 일종), 얀바루쿠이나(흰눈썹뜸부기) 외에도 확인되지 않은 다양한 생물이 서식하고 있다. 이곳은 이미 군사훈련으로 인한 견딜 수 없는 소음과 추락 사고의 불안이 있음에도 새로운 6개의 헬리패드 건설이 시작되었다.

다카에와 헤노코의 신기지 건설 및 제주 해군기지건설 중단하라!
2014년 세계 생물다양성의 날 주제는 섬 생물다양성이었다. 섬과 그 주변 바다는 강과 숲에 연결된 독특한 생태계를 가지고 있다. 섬과 해안 지역에서 진행되는 여러 개발 사업은 자연 환경을 크게 변화시키며, 생물다양성도 훼손되고 있다. 특히 군사기지의 건설과 그 운용은 해당 지역 주민들의 삶의 근간을 흔드는 큰 위협이 되고 있다.

제주 해군기지 건설사업, 헤노코와 다카에의 신기지 건설 사업이 주민들의 눈물을 밟고 건설되고 있다. 주민 동의 없는 기지건설, 해양 생태계 파괴는 한국과 오키나와에서 동시에 일어나고 있다. 생명 없는 평화는 없으며, 평화 없이는 생명도 없다.
제주 강정과 헤노코, 다카에의 군사기지는 바다와 산에 깃들어 살던 주민의 삶의 방식을 파괴하고, 주민과 함께 살아가던 생태계도 훼손하고 있다.

우리들은 삶의 터전이자 생명의 보고인 아름다운 섬, 오키나와와 제주가 군사기지 건설로 인해 위협받고 훼손되는 것을 결코 원하지 않는다. 멸종위기와 보호구역에 대한 지정만이 아니라 실질적인 보호가 중요하다. 다카에와 헤노코의 신기지 건설, 제주 해군기지 건설은 중단되어야 한다.

[Gangjeong, Takae, Henoko Villagers’ Joint Statement]

 

"Island Biodiversity is treaten by military base construction"

– The residents who has been suffered from military base, announced a joint declaration

– The residents shares the military base issue with the participants of CBD COP21 side event

 

The yesterday evening, 9th of October, the residents and activists from Je-ju GangJeong, South Korea, Okinawa Dakae and Henoko,Japan, where has been long-lasting oppose movement against military base construction, together met at the CBD COP12 and agreed that new military base is threatening the Island biodiversity and the peace of East Asia.

 

In Jeju Island, South Korea and Okinawa, Japan, new military bases are being constructed at the moment against the will of the residents.

This area has something in common for worth of preservation with endangered marine mammal and unique geographical feature, but now the residents are suffered from the military base and it's government.

 

In Gangjeong village of Jeju island, a massive naval base construction has destroyed Gureombi rock, a designated ultimate conservation area for the unique basalt rock formation which is worth of geological value. According to investigation, the various endangered marine life in Gangjeong Sea, especially soft corals are directly threatened by this naval base construction. The sea around Jeju naval base is a UNESCO designated Biosphere Reserve and also protected by the Korean government as a natural monument.

 

In Okinawa, Japan, Henoko and Oura Bay, where is famous for the coral clumps and rich marine algae forest, is dredging and new US military base is under construction. The Henoko sea is an important feeding ground for dugong, an IUCN listed endangered marine mammal. Takae mountainous area in northeast Okinawa is located in Yanbaru, a unique subtropical rain-forest in which a huge US Marine Corps facility exists. Yanbaru forest is well-known as one of the important ecological areas on the planet, a habitat for endemic species such as Okinawa Woodpecker and Okinawa Rail, special natural monuments of Japan, and many more unidentified species. Military training activities are causing noise and tremor damage in the area, and a further six new helipads construction plan was announced.

 

The participants told that the main theme of International Day for Biological Diversity 2014 is 'Island Biodiversity', so they requests to stop the military base construction, which severely damages the bio-diversity. They also told that military base construction and it's operation threats not only the life of residents but also the peace of East-Asia.

 

The participants strongly request to stop new military base constructions in Henoko, Takae, and Jeju. They do not wants this beautiful islands to be destroyed, where is root of their life and where is the peaceful shelter of all nature.

by Military Base Constructions!

 

 

Island Biodiversity under threat

At this moment, on Jeju Island, South Korea and Okinawa, Japan, new military bases are being constructed against the will of the residents. In Gangjeong village of Jeju, a massive naval base construction has destroyed Gureombi rock, a designated ultimate conservation area for the unique basalt rock formation which worth geological value. Various endangered marine life in Gangjeong Sea such as soft corals are under threat from it. The sea around Jeju naval base is a UNESCO designated Biosphere Reserve and also protected by the Korean government as a natural monument. However, the base construction is having negative impacts on coastal fishery, women divers and fishermen testify.

 

In Okinawa, Japan, dredging plan and geological pre-construction (drilling phase) on coastal area for new US military base construction is under way in Henoko and Oura Bay, famous for the coral clumps and rich marine algae forest. Land construction is already going on. This area is an important habitat for dugong, an IUCN listed endangered marine mammal. In Okinawa people’s traditional culture, dugong is a very meaningful animal. Takae in the northern Okinawa is located in Yanbaru, a unique subtropical rainforest where a huge northern training area of US Marine Corps exists. Yanbaru forest is well-known as one of the important ecological areas on the planet, a habitat for endemic species such as Okinawa Woodpecker and Okinawa Rail, natural monuments of Japan, and many more unidentified species. Despite military training activities cause unbearable noise and possibility of dangerous crash, a further six new helipads construction plan was announced.

 

Stop New Military Base Constructions in Takae and Henoko, Jeju Naval Base!

The main theme of International Day for Biological Diversity 2014 was 'island biodiversity'. Islands and their surrounding marine areas have unique ecosystem, linked to rivers and forest. Development plans on islands and the near-shore areas change natural environment on a large scale, and damage biodiversity. Especially, military base construction and its use make a big threat for the local residents as their subsistence gets damaged.

 

Jeju naval base project, and new military bases in Henoko and Takae are being constructed at the cost of local residents' tears without getting the consent of the people. Base construction is the destruction of life and marine environment of Jeju and Okinawa. There is no peace without life, and no life without peace. The military bases in Jeju Gangjeong and Henoko, Takae destroy the people's way of living to indwell closely within the sea and the mountain.

 

We never want our pristine islands of Jeju and Okinawa, the grounds and treasure house for life, to be threatened and destroyed by military base construction. Not only designation of conservation areas for endangered species but also essential protection plan is important. New military base constructions in Henoko, Takae, and Jeju naval base construction should be stopped.

軍事基地建設によって島の生物多様性が脅威を受けている!

 

 

脅威を受けている島の生物多様性

 

今、この瞬間も、韓国の済州島と日本の沖縄では、住民たちの意見を黙殺したまま新しい軍事基地が建設されている。済州島カンジョン村では大規模な海軍基地の建設によって、独特な溶岩地形であり地質学的価値がある絶対保全区域であったクロムビ岩が破壊され、カンジョンの沖合の美しいソフトコーラルなどさまざまな絶滅危惧海洋生物が脅威にさらされている。済州の海軍基地の沖合はUNESCO生物圏保全地域を含み、韓国政府によって天然記念物として保護を受けている場所である。また、基地建設によってすでに沿岸漁業では否定的な影響を受けていると海女や漁民らが証言している。

 

日本の沖縄では新しい米軍基地建設によって、サンゴと海草が豊かな辺野古と大浦湾の埋立計画を推進中で、現在陸上部の工事と沿岸部のボーリング調査が進められている。この地域はIUCN(国際自然保護連合)が指定した絶滅危惧哺乳動物であるジュゴンの重要な生息地でもある。沖縄の人々にとってジュゴンは伝統的、文化的な意味を持つ動物である。また、沖縄島北部の高江は独特な亜熱帯性の森林地域「やんばる」にあるが、このやんばるの森には巨大な米国海兵隊の北部訓練場がある。やんばるの森は国際的に重要で保護地域にすべきと評価されており、特別天然記念物のノグチゲラ、天然記念物のヤンバルクイナ以外にも多様な生物が生息している。ここはすでに軍事訓練による耐え難い騒音や墜落の不安におびやかされているにもかかわらず、さらに新しい6つのヘリパッド建設に着手している。

 

 

高江と辺野古の新基地建設・済州海軍基地建設を中止せよ!

 

2014年国際生物多様性の日のテーマは「島の生物多様性」である。島とその周辺の海は川と森につながる独特の生態系を持っている。島と海岸地域で進められる様々な開発事業は自然環境を大きく変化させ、生物多様性も傷つけている。特に軍事基地の建設とその運用は該当地域の住民たちの生活の根幹を揺るがす大きな脅威となっている。

 

済州海軍基地建設事業、辺野古と高江の新基地建設事業は住民たちの涙を踏みつけて建設されている。住民の同意のない基地建設、海洋生態系の破壊は韓国と沖縄で同時に起こっている。生命のない平和はありえず、平和のない生命もありえない。

 

済州カンジョンと辺野古、高江の軍事基地は海や山によって生きてきた住民たちの生きる方法を破壊し、住民と共に生きてきた生態系も傷つけている。

 

私たちは、生活の拠り所であり生命の宝庫である美しい島、沖縄と済州が軍事基地建設によって脅威を受け傷つけられることを、決して望まない。絶滅危惧種と保護区域の指定だけでなく実質的な保護が重要である。高江と辺野古の新基地建設、済州海軍基地建設は中止されなければならない。
