– 한국정부는 선진국으로서 책임과 의무를 다 하여야한다 –
○ UNFCCC COP 14의 중요성은 더 이상 부언하지 않아도 될 정도다. 금년 총회와 내년 총회에서 지구의 미래가 결정되기 때문이다. 따라서, 세계 각국은 빠른 시일 내에 지구온난화를 완화시킬 수 있는 모든 방법들을 도출해내야 한다.
○ 하지만, 전망은 그다지 밝지 않다. 선진국과 개도국은 여전히 서로에게 지지부진한 협상의 책임을 전가하며 대치하고 있고, 일부 국가들은 선진국과 개도국의 중간에서 위험한 줄타기를 하고 있는 상황이다.
○ 그러한 대표적인 예가 한국 정부대표단이다. 한국 정부대표단은 Post-2012 관련 협상이 잘 진행될 수 있도록 캐스팅보트 역할을 충실히 하고 있다고 자평하고 있지만, 우리의 생각은 전혀 다르다. 중요한 건 협상이 잘 마무리되는 것이 아니라 어떻게 마무리되느냐 하는 것이기 때문이다.
○ 한국정부는 여전히 한국의 온실가스 배출량(세계 9위)에 걸맞지 않게 의무감축을 거부하고 있으며 ‘개도국의 자발적 감축, 지속가능한 개발’이란 미명하에 자신의 의도를 숨기고 있다. 하지만, GDP 순위 세계 13위에 이르는 한국이 ‘개도국’이라고 우기고, 개도국을 대변하려는 듯 행동하는 건 전 세계를 상대로 한 사기행위에 지나지 않는다. 이는 전 지구적 상황에는 아랑곳 하지 않고 오로지 자신의 이익만을 추구하는 태도에 불과하다.
○ 더욱 우려스러운 건 그런 한국 정부대표단의 이중적 태도가 개도국들이 실효적으로 온실가스 감축에 참여하는 것에 영향을 줄 수 있다는 것이다. 지구온난화에 대한 책임이 선진국들에게 있고 따라서 개도국들은 적극적인 재정․기술 지원을 받아야 하지만, 그렇다고 그것을 이유로 지구온난화 완화가 지체되거나 약해져서는 안 된다.
○ 이에 우리는 한국 정부대표단의 행동을 강력히 규탄하는 바이다. 한국 정부는 적극적으로 협상 결과를 도출해야 할 이번 회의에서 물타기 식의 행동을 즉각 중단하여야 한다. 또한, 도덕적 책임의식을 가지고 온실가스 의무감축에 동참할 것을 선언해야 한다. 우리는 더 이상 한국 정부대표단 때문에 부끄러워하고 싶지 않다.

Take off the Mask and Show Honesty and Sincerity!
As a “DEVELOPED COUNTRY”, Korean Government should take responsibility
for global climate change
○ There is no need to repeat the importance of UNFCCC COP14 since both Poznan and Copenhagen climate talks will decide the future of the earth. Therefore, the world should find climate change solutions in every way possible without further delay.
○ However, black clouds are looming over the talks. Developed and developing countries keep shifting responsibility of slow progress in climate negotiations each other and some others run the risk between two groups of countries.
○ No better of an example exists to show the current situation than how Korean delegation take their position. Korean delegation are playing a crucial role, having a casting vote for Post-2012 negotiation by its own estimate. Nevertheless, we completely disagree with it. It is more important what the specifics are taken into account than if they reach an agreement on the negotiation.
○ Korea, the 9th major CO₂ emitter, still refuses to implement binding carbon reduction commitment and hides its intention under the rhetoric, ‘voluntary emission reduction and sustainable development of developing countries’. However, it is nothing but deception that Korea pretends to speak for the other developing countries, persisting to be a ‘developing country’ with the 13th largest economy in GDP rankings.
○ What really makes us worry is, the Korean delegation’s dual attitude toward the negotiation can affect the other developing countries to participate in GHG emission reduction actions. Even if developed countries should take more responsibilities for global warming and should provide positive financial and technological support to developing countries, it should not be an excuse for them(for developing countries) to neglect the effort to mitigate climate change.
○ Censuring for their hypocrisy, we are calling on Korean delegation to :
․ stop their rhetoric and show their sincerity to reach an agreement on the effective mitigation of climate change;
․ declare to adopt binding emission reduction commitment with ethical responsibility
We do not want to be shamed for the inaction of Korean delegation any more.
